Transportation restrictions for liquid, paste, and powder cosmetics

Although cosmetic products in the form of liquids, creams, or powders are generally permitted for transport and import, some restrictions apply depending on their specific characteristics

To avoid shipping problems with your products, consider the following:

  • All liquids containing alcohol won't be accepted for transportation.
  • All ordinary cosmetic products (such as makeup, skin care products, toothpaste, etc.), usually considered non-dangerous goods, will be rejected for transportation if flammable, corrosive, toxic, etc.
  • All products classified as dangerous goods won't be admitted for shipment. This applies to products containing flammable solvents (e.g., alcohol content ≥ 24%), strong acids, strong bases, radioactive materials, or other hazardous ingredients. Those must be classified according to the IATA Dangerous Goods Regulations (DGR) and comply with the UN number and packaging level requirements. I.e.: Alcohol-based hand sanitizers (UN1170, Class III packaging) and hairsprays (UN1950) fall under this category and are considered dangerous goods.
  • Items packaged in pressure containers, such as aerosol cans, or products containing prohibited ingredients (like certain hazardous chemicals) are not allowed for shipment.
  • Each item in the form of paste or liquid exceeding 100 mL volume won't qualify for shipment.
  • Unknown liquids, powders, pastes, etc., are easily identified as dangerous goods in all countries, so they won't be shipped.
  • White powders of any kind cannot be shipped to Mexico.
