There are two reasons why your listing can't participate:

1. It has reached the limit of 5 quantity discounts, and you need to stop participating in one of the promotions to add your listing to this promotion.

2. It's already participating in another quantity discount on the same dates, and you need to stop participating in the other promotion to add your listing to this one.
